ELIGIBLE government employees can expect to receive their fiscal year 2024 performance-based bonuses within the year as the government accelerates processing under a streamlined incentive system, Malacañang said on Thursday.

“The fiscal year 2024 performance-based bonus for qualified government employees will be processed and is expected to be granted this year,” Palace Press Officer Clarissa A. Castro told a news briefing in Filipino, citing the Department of Budget and Management. “It might even be sooner.”

She said the funding for the bonuses has been provided under the 2026 General Appropriations Act, allowing the government to release the incentives once agencies complete the required evaluation and documentary requirements.

Ms. Castro urged government workers to refer to Technical Working Group Memorandum Circular No. 2026-1, issued on July 3, for the detailed implementation schedule.

The release will follow the guidelines under Executive Order No. 61, which reorganized the government’s performance management and incentive system by creating a technical working group tasked with reviewing and simplifying the process. Budget Secretary Kim Robert C. de Leon heads the panel.

To qualify, government agencies must obtain at least 70 points under the government’s performance assessment framework, which evaluates performance results, process results, financial results and client satisfaction.

Performance results measure how well agencies achieve targets under the national budget, while the other indicators assess operational efficiency, financial management and public service delivery.

Only employees whose salaries are charged against the personnel services allocation are covered by the circular. These include workers holding regular, contractual and casual positions.

The amount of the bonus will depend on an agency’s performance score. Personnel in agencies receiving a perfect score may receive bonuses equivalent to as much as 65% of their basic monthly salary, while agencies with lower ratings will get reduced incentives.

Bonus computations will be based on employees’ monthly basic salaries as of Dec. 31, 2024. — Erika Mae P. Sinaking
