Major County Sheriffs of America shifts to neutral on the Clarity Act, seeking a bigger law enforcement role in crypto policy.

The Major County Sheriffs of America has moved to a neutral position on the Clarity Act. 

Crypto Clarity Act Gains Ground as Sheriffs Shift to Neutral Stance

The group cited ongoing talks over Section 604 of the bill. MCSA shared the update in a letter to Senate Banking Committee leaders Tim Scott and Elizabeth Warren. 

The letter follows an earlier message the group sent on May 14, 2026. Sheriff Bob Gualtieri, MCSA president, signed the latest correspondence. 

The shift comes days after another law enforcement group threw its support behind the same legislation.

MCSA Shifts Position on the Clarity Act

MCSA said continued discussions with the Administration gave it more clarity on how Section 604 might work in practice. 

The provision, known as the Blockchain Regulatory Certainty Act, drew concerns in the group’s earlier letter. 

Based on that review, MCSA now stands neutral on H.R. 3633, the Digital Asset Market Clarity Act. The organization said it still wants changes that strengthen the bill further.

MCSA asked Congress to give state and local law enforcement a formal role in the Treasury study required under Section 309. 

The group argued that local agencies investigate most digital asset crimes. It said those agencies should help shape policy recommendations tied to the bill. 

MCSA also called for funding tied to training, technology, and forensic tools needed to track crypto-related crime.

Section 604 Talks Continue Ahead of Senate Vote

MCSA’s letter noted that recent conversations touched directly on the Section 604 language flagged in May. 

The group said it wants those talks to keep moving forward. It described an opportunity to refine the bill in ways that support both innovation and law enforcement needs. 

The letter did not specify a timeline for resolving the outstanding issues.

The sheriffs’ group pointed to a range of crimes tied to digital assets, including narcotics trafficking, fraud, ransomware, and terrorism financing.

 It said criminal groups increasingly use crypto to hide illegal activity.  MCSA argued that any federal framework needs matching resources for investigators. 

The letter was copied to Patrick Witt, Executive Director of the President’s Council of Advisors for Digital Assets.

NOBLE Becomes First Group to Endorse the Bill

Before MCSA’s shift, the National Organization of Black Law Enforcement Executives became the first major law enforcement group to endorse the Clarity Act. 

NOBLE sent its own letter to Senate leaders backing the legislation. The group said the bill adds new enforcement tools without removing existing criminal powers.

The group called both points important for prosecutors and investigators working digital asset cases. 

Lawmakers are reviewing the Clarity Act, which includes the Blockchain Regulatory Certainty Act, ahead of the August recess. 

NOBLE’s endorsement placed law enforcement concerns squarely within the ongoing discussion of the crypto market structure in the Senate.

Franklin Templeton CEO Weighs In On Potential FOMC Decision In a CNBC interview, Jenny Johnson said that she expects the Fed to make a 25 bps cut today instead of a 50 bps cut. She acknowledged the jobs data, which suggested that the labor market is weakening. However, she noted that this data is backward-looking, indicating that it doesn’t show the current state of the economy. She alluded to the wage growth, which she remarked is an indication of a robust labor market. She added that retail sales are up and that consumers are still spending, despite inflation being sticky at 3%, which makes a case for why the FOMC should opt against a 50-basis-point Fed rate cut. In line with this, the Franklin Templeton CEO said that she would go with a 25 bps rate cut if she were Jerome Powell. She remarked that the Fed still has the October and December FOMC meetings to make further cuts if the incoming data warrants it. Johnson also asserted that the data show a robust economy. However, she noted that there can’t be an argument for no Fed rate cut since Powell already signaled at Jackson Hole that they were likely to lower interest rates at this meeting due to concerns over a weakening labor market.
