ICA, Idinsa y Gami, entre los interesados en construir Trolebús de Ixtapaluca: ARTF

La construcción del corredor con autobuses de alta capacidad tipo Trolebús en Ixtapaluca, Estado de México, de 11.3 km y bajo la responsabilidad de la Agencia Reguladora del Transporte Ferroviario (ARTF), causó interés a cuatro consorcios y a una empresa que presentaron propuestas económicas que van de los 1,720.9 a los 3,014.6 millones de pesos.

La oferta más baja la hizo un grupo integrado por seis empresas de ICA (1,720.9 millones de pesos, IVA incluido) con un monto que es el 16% menor a los presupuestado por la dependencia a cargo de Andrés Lajous (2,050 millones de pesos).

La segunda oferta de menor costo fue la de Consorcio de Ingenieros Constructores y Consultores, Proacon México e Ingeniería y Servicios ADM (2,229.2 millones de pesos), seguida de Alfa Proveedores y Contratistas (2,360.8 millones de pesos) y de Gami Ingeniería e Instalaciones y Recal Estructuras (2,419.6 millones de pesos).

En tanto, Impulsora de Desarrollo Integral (Idinsa) y Entia de México presentaron la oferta de mayor monto: 3,014.6 millones de pesos, el 47% por encima de lo estimado inicialmente.

Con base en la información difundida por la ARTF, órgano desconcentrado de la Secretaría de Infraestructura, Comunicaciones y Transportes (SICT), sobre el proceso de licitación nacional, Construcciones Urales y Jaguar Ingenieros Constructores decidieron ya no presentar propuestas técnicas y económicas, en lo individual o en consorcio.

El fallo correspondiente se dará a conocer el próximo ocho de diciembre a las 17:00 horas a través de la plataforma digital de contrataciones públicas Compras MX. Se prevé que los trabajos inicien el 15 de diciembre con un plazo de ejecución de 540 días naturales.

Una obra estratégica

El proyecto integral para la construcción del Trolebús, contempla la conexión con la Línea 11 del Trolebús Chalco-Sta. Marta, desde el municipio de Ixtapaluca, dará una mayor conectividad a una de las zonas con mayor densidad poblacional en el oriente del Estado de México, por lo que está incluido en las obras estratégicas a desarrollar durante el gobierno federal actual.

Como parte de las nuevas tareas de la ARTF, su titular refirió en julio pasado en una conferencia mañanera desde el Palacio Nacional: En el caso de transporte público, hemos estado trabajando con el gobierno del Estado de México para la planeación y ejecución de dos proyectos de transporte estructurado, el primero es una ampliación del proyecto del Trolebús hacia Ixtapaluca, con un presupuesto considerado de 2,050 millones de pesos.

La empresa o consorcio ganador deberá realizar los estudios y análisis técnicos necesarios, los anteproyectos, proyectos ejecutivos, construcción de obra civil y construcción de la obra electromecánica (incluidas las estaciones).

Debido a la rapidez con la que se debe realizar la obra, como parte de la información difundida por la ARTF a los interesados, se precisó que el contratista elegido “debe garantizar que contará con un mínimo de tres frentes de obra independientes y simultáneamente trabajos en plantas para prefabricados y estructuras metálicas, trabajando simultáneamente, debiendo contar con equipo, maquinaria, mano de obra, materiales, para cada frente de trabajo, debiendo presentar programa de actividades y estrategia de ejecución, garantizando la cobertura de todo el trazo”.
