Indonesia’s Digital Economy Nears US$100B: Who Benefits?
The Indonesian government estimates that the country’s digital economy approached US$100 billion in 2025 and could reach US$180 billion to US$340 billion by 2030.
The headline measure is generally gross merchandise value, or GMV. GMV captures transaction value flowing through platforms. It is not the same as GDP contribution, company revenue, merchant profit, or worker income.
Indonesia also reported 65.77 million QRIS users and 44.86 million merchants as of June 2026, with 96.68% of merchants classified as micro, small, or medium enterprises.

Why GMV Is Not Household Income
A Rp100,000 marketplace transaction may be counted fully in GMV. The merchant retains only the amount remaining after product costs, platform commissions, payments, logistics, advertising, refunds, and taxes.
Platforms record commissions and service fees as revenue rather than the full transaction value. Workers receive wages or fees, while the government receives tax revenue.
A stronger assessment therefore requires data on value added, merchant income, productivity, wages, digital exports, and taxation.
Four Groups Receive Different Benefits
A. MSMEs and Merchants
QRIS reduces the difficulty of accepting digital payments. The benefit becomes more meaningful when it expands sales, improves records, and supports access to credit.
B. Platforms and Infrastructure Providers
Marketplaces, banks, payment companies, cloud providers, and logistics operators gain transaction volume. Platform concentration may also increase merchant dependence on commissions, advertising, and algorithms.
C. Consumers
Consumers gain convenience, price comparison, and wider service access. Risks include fraud, data breaches, impulsive borrowing, and illegal products.
D. Workers and Regions
Digital activity creates jobs in technology, logistics, and creative services. Job quality varies, and growth may remain concentrated in regions with stronger connectivity and financing.
Estimating the MSME Merchant Base
Applying the published 96.68% share to 44.86 million merchants produces an estimate of approximately 43.37 million MSME merchants:

This is an arithmetic estimate rather than a separately published official figure. It does not reveal monthly activity, transaction frequency, or profit growth.

Better Measures of Real Benefit
Monthly active merchants.
Transaction value per merchant.
MSME revenue and profit growth.
Platform, logistics, advertising, and payment costs.
Credit access based on transaction records.
Regional distribution of digital activity.
Platform-worker income and protection.
Digital-service exports and tax revenue.
Consumer losses from fraud and data breaches.
The Digital-Asset Connection
A larger digital economy creates demand for cross-border payments, digital identity, settlement, cybersecurity, and financing. Blockchain, stablecoins, and tokenized assets may address part of that demand.
E-commerce growth does not automatically create crypto adoption. Regulation, consumer protection, value stability, and payment-system integration remain decisive.
Conclusion
A digital economy approaching US$100 billion demonstrates scale, but it does not show how value is distributed.
The stronger test is whether digitalization increases MSME profitability, productivity, job quality, inclusion, and exports. GMV should be supplemented by merchant activity, margins, regional distribution, and consumer-loss data.
